Charleston , South Carolina , is located on a narrow peninsula between the Ashley and Cooper Rivers where they flow into the Atlantic Ocean . It was established in 1670 as Charles Town after King Charles II of England and settled a decade later. It became one of the wealthiest and most important port cites of the British colonies from shipping industry, local plantations and location of importation of slaves.
In 1931, the city of Charleston adopted the first historic zoning ordinance in the United States and established a Board of Architectural Review to approve plans for exterior details on any construction in the Old and Historic Charleston District. The historic zoning ordinance later moved preservation firmly into the realm of land use controls with support by an effective coalition of public and private leadership and funding. In addition, the zoning ordinance controls new construction within the historic district as well. Charleston became a prototype for many other early historic districts such as New Orleans in Louisiana and Alexandria in Virginia to establish historic districts regulated by ordinances and protected by boards of architectural review. Over 3,000 communities in the United States have some kind of historic preservation ordinance to preserve their historic sites.
Today, Charleston Historic District serves as the central business district of Greater Charleston. Many historic buildings, gardens and cultural sites have become tourist attractions, enhancing both the local economy and the sense of community.
